Then I'd suggest that shifting okayers out if there prior to getting them in would be the correct running order. This way we end up with about 6 CMs chasing two spots.That's not how it works at all. You sign players you think would improve you as and when they become available not when you feel like 'tinkering about with the team'

No, utter nonsense regarding the "moving the goalposts". It is called being realistic. At the end of the day, the "goalposts" you mention are set by Moshiri and the club. None of these "goalposts" have been made public by the club - everything on here is pure speculation:

What makes the difference between us and the bedwetters are we can see the progress that has been made with the management and the squad - and the plans for the stadium are to be announced in due course. I'm happy with that progress. The only person you can blame for you wetting the bed over this whole situation is yourself. You're getting all upset because Everton haven't delivered on promises they never made. Deal with it.

The reality is that doing deals, especially of the calibre we're attempting, is fraught with difficulties.
Aside from any primary targets, you grab players you think you'd like when you can. They are the easy ones, because it's purely opportunistic.
I'd hope our primary targets are those right on the cusp of attainability, and therefore difficult and arduous to complete.
But of course, we could go your route and get the easiest pegs to fill the holes.
