You may or may not have ever worked. But if you did and your boss said they were given you a pay rise and all the management had agreed but the boss leaves but the management stay you would assume you would still get said pay rise.

The difference is those teams did a majority of their business early and waited on their "premier" or tough to sign players because they had to.

Chelsea signed Konte and Batshuayi early and are ready for the start of the season

City brought in Gundogan Nolito Sane and shored up their team ready for the start of the season

United brought in Zlatan & Mkadfasdfjasdfjasdfa whatever his name is and are ready for the start of the season

The RS did their business early and their players are ready for the start of the season

These team identified holes early and took care of them. We supposedly are doing an entire overhaul of the team and only signed Stek and Gueye early enough to be ready for the start of the season. That means we are going to "overhaul" the team in the midst of trying to secure points. This is bad business and I'm not saying run around like the sky is falling, but the club is not immune to criticism and to say they have handled this transfer window well is a bold faced lie.

The only caveat is that none of those teams finished 11th and have been pretty bang average for the past two seasons, as well as other factors (we aren't operating on the same financial footing, IMO, as City, Utd or Chelsea).
 

Its particularly sleazy to say "We will offer one in September". In other words, "We will wait until the transfer window is over, and you have no choice, and then offer whatever really low offer we have and force you to accept or get nothing".
