It's difficult to know what might have happened behind the scenes though. Maybe Chelsea have been told 'don't bother coming back unless it's at least £40m' which has caused them to pull the plug.

I recall Moyes being castigated for his utterance "I know how Everton works, Roberto will soon get to learn how Everton works".
