In the above articles, Martinez said the following:
'We haven’t budgeted for players yet,’ said Martinez. ‘Where we finish in the league will be a big factor in that. Whether we are in Europe or not is a big factor. We’ve got money but I didn’t want to spend it in January. That was clear. I didn’t think spending in January was the right thing to do.
‘If we get in Europe I think that makes a difference of six players. I always found you can work on a squad of 21 players in the league and for domestic competitions. You need around 27 players plus keepers for Europe. It doesn’t have to be 27 senior players, it can be young players too, but 27.
'If you get into the Champions League you can look for your number one choice. If not, you’re going to number four, five, six and maybe seven or eight sometimes. But we have got money and the money is there to be spent. I prefer to work in that way, to stockpile for the summer. Use short-term players and loans and create a big amount of money.’

We have to name a 25 player squad aside from those 21 or under on September 1st 2014. It's worth noting that Shane Duffy and Francisco Junior will not be classed as 21 or under, unlike at the beginning of last season.
We have 19 senior first-team players currently, (including Junior and Duffy) which are not 21 or under. It is going to be very interesting if Duffy and Junior are chosen to be part of the 25 named squad come September 1st.
My point (if I had one) was mainly about that. Martinez said it's not about improving the squad it's about increasing it. The 21 or under players don't count, but if we count every single player in the squad we own we have 19 players 22 or over on September 1st 2014. I believe this is where his '6/7' signings remarks comes from. Him wanting to max out his squad for Europe plus players 21 or under.
If we only have £20-£30M to spend, what are we to do? We absolutely cannot spend a big portion of it on one player (i.e. Lukaku). Again we're in a need to loan or get free transfers position if we're to increase the numbers in our squad for the coming season.
2 domestic season-long loans and unlimited loans from abroad. Was it ever likely that we'd spend big on Lukaku, or were we as fans naïve and, perhaps duped, into thinking things would be different?
I predict many many loans and many cheap signings, and no big transfer fee signings at all.
