They might have found a deep underlying problem, like was the case with Demba Ba (Stoke found something and would only offer a pay as you play deal IIRCl)

Guess Everton found something negative in the medical and wants to pay one installment after a set number of games. Twente doesn't approve.

Supporting Everton really hammers home the fact that there is no such thing as a sure thing. First with coming out with a bid with real money when we thought we'd get a loan at best then seemingly messing up a transfer that seemed all but done.
