You're right they have scouting and development systems in place that have been perfected over years and years, and we won't be able to immediately emulate that. But at the same time we have a far far higher budget than they do. If we show that we're a good location for young players (we aren't atm) we should really be able to outdo them at their own game, without having to sell the players when they get good. This is a valid point. I would say though teams like Brighton, Brentford and Bournemouth have been fine tuning there well run clubs for quite some time now, before we were awful when we were throwing cash at three different number 10’s for example.
So while (and I am not a massive fan of the term personally) a bigger club than them, they scouting and planning is probably years ahead of ours and we are playing catch up.
Look at Bournemouth. Real took there best CB in the summer, City took there best attacker in the winter and they are still doing excellently. They have a plan and a strategy which is (hopefully I assume) we have been doing since the takeover.
Thing with Bournemouth is they have a progressive manager who actually develops the young players they sign.
Imo Dibling and Aznou would at least be getting minutes here and there for Bournemouth. Kroupi, Alex Scott, etc wouldn't be getting minutes here under Moyes.
That's one of the biggest issues with Moyes, where is the long term planning? You can't spend 100m on young players and then completely bomb them out the team because you don't think they're ready. That's not a sustainable way to run a club
