As soon as I'm made to put a numberplate on my bike I'll be sitting in the middle of the road and not caring about queues building up behind me. Currently I take care in making sure that motorists behind can get past me easily when its safe to do so.
What will end up happening very quickly though is ringer plates, uninsured bikes still causing the same issues etc.
What is actually required is an infrastructure that can deal with both cyclists and cars, And an understanding from motorists that they do not own the roads.

The current authorities are already failing to prevent, fly tippers, plate cloners, disqualified drivers, joy riders, illegal bikers, ballied up crims carrying knives on bikes (ebikes also), non insured, not mot'd, never passed test, death trap vehicles, ringers, mobile phone users at the wheel, drink drivers, blind drivers, oap unfit drivers, there's plenty more.
Inventing another swathe of the public to tax, licence and insure and then administrate seems asking for trouble.
Residential areas are 20 mph zones currently, push bikes can go a lot quicker than that. (Usain Bolt clocked 27.78mph on foot in Berlin in 2009) Either every street everywhere has a cop with a speed camera on it, or, cctv is rolled out nationwide. Every square inch of public land is watched every minute of the day.

In the case being debated about a woman missed Stop signs and collided with another car before hitting and killing the cyclist. A 2yr suspended sentence seems weak for such a crime and sticking up for a road user seems blinkered at best by those choosing that action.
My view is always that those using the roads with the least protection are the ones that should get right of way. Therefore the hierarchy would be:
Pedestrians
Cyclists
Cars/Buses
Trucks
We all pay taxes to keep the roads (as shocking as they are) and we all have equal right to use them. So going back to my original point, a better infrastructure is needed. Bike lanes don't work at the side of roads because storm drains and debris tend to be found there. Can't mix pedestrians with cyclists and you can't mix cyclists and pedestrians with vehicles.

Vine is a class A narrasistic pillock who does not represent cyclists. And thats the biggest problem. those who highlight these issues tend to be in the wrong themselves in part. Realistically no one wants to get hurt but it will happen. Thats why I like to use my road hierarchy.
Tubes would be fun though, until someone got stuck and bodyshamed for it, which wouldn't be their fault.......ad nauseum.
