All depends what the (reduced) annual up keep is Vs mothballing all the upper stands...or knocking the wholemthing downIf it does happen, this is my take on it. The issue for me would be the cost of maintaining Goodison, and whether it will be financially feasible to do so.
Perhaps, they'll keep a number of stands and remove the rest for redevelopment.

Im not saying it isn't... Merely is it going to fill a 35,000 capacity stadium enough to make it financially beneficial for the operating costs of an aging stadium, and to generate enough atmosphere that it feels full. Nothing worse than being in a half empty stadium. A quick google seems to have attendances ranging from 2000-4000, admittedly this could be way off as I haven't fully researched but to me that seems a little low to justify the move.

Have a look at the clip of todays game at Villa Park. Even a crowd of 5k or 6k which would be a big improvement on current attendances, would make it feel like playing in an empty stadium.Why wouldn’t you just let the women’s team play in the new stadium? Smacks of a hand-me-down.
