Don't know how much you are all keeping up, but looks like classic pitchforks without knowing the whole story.The overspend we are taking about is HUGE. In F1 tenths of a percent can make a difference.
My proposal would be: work out the average budget per race. Work out the overspend x2 and how many races this is equivilent to, then remove their best results from that number of races.
135m budget across 22 races = $6.136m/race
A team that is 7m over budget, times it by 2 = $14m which is 2.28 Grands Prix worth of overspend, which rounded up is 3 full races
Punishment should be they have their 3 best race results nullified, all drivers and team points. Best result in this case being whatever weekends gave their their best points hauls.
Seems the FIA have changed one of the rules this season, and retroactively applied it to last seasons cost caps - specifically around unused spare parts. The original rules were that spare were only included if they were used, and the new rules (I think implemented in May of this year) now counts all spares manufactured.
