What new rules would improve the professional game

Okay I'll start you off...

Goalkeepers rushing foward for a corner in the last 30 seconds of normal time should be forced to wear a cape
 

Sin bin idea should be given a go. I also like the other Rugby rule that the ref only blows for full-time when the ball goes out of play.
 

Responsibility for referees.
If managers, players, players wives or girlfriends, football associations can be dragged before public court, then why are referees getting away with not explaining themselves?
That Drogba offside goal altered the entire premiership race.

It might sound a laugh, but what happens when it is a relegation club screwed over in such incompetent style that costs them everything, wrongly, and keeps someone else up. So the relegated club lose their ground and every other facet of cash (unless that club is West Ham).
 

In major competitions where television technology could conclusively decide:

Each team has one challenge per half of a contentious issue - 30 seconds review of any of

a) penalty awarded (where it could be overturned) or should have been awarded (4th official to relay appeal to ref)
b.) goal to be allowed or disallowed (where it could be overturned) and similar critical incidents (red card errors?)
c) Ball over the line or not.

More obviously - since the rules are ancient and designed for a game that was barely discernible from Rugby:

Offside abolished until inside imaginary line extending beyond penalty area to edge of pitch

Handball to be somewhere close to the hand (i.e. not the top of the shoulder) and not when the ball is banged at the opponent from a matter of inches..

Substitutions to be quicker. Play to restart quicker in all instances (see EL Final - both teams kept going)

Goal celebration time to be properly added on.

Free kicks / throw ins / corners to be taken quicker - and FKs/throw-ins to be from the right place.

Bookings to be evaluated differently and properly for the purpose of bans - taking your shirt off hardly the same as kneecapping the opponent.
 
The big thing would be to crack down on diving with 1-3 match bans and fines. I guarentee that diving will pretty be non-existant if that happens. Its the festering cancer in the beautiful game. Its why I could give a toss about the Champions league. In Europe the bigger matchup the bigger the farce. Barca-Inter wasn't football, just a bunch of cheating tossers outdoing each other.

This is how pathetic it is. For the most part in no order these are arguably the 8 best footballers in the world.

Kaka
Rooney

What do they all have in common? With the exception of maybe Kaka they are all shameless divers.
 
For now, the ability to have one video review per club in a match, as per the managers choice. It has to be asked for less than 1 minute after a call has been made.
