What is up with Dele Alli?

he’s effectively a member of the public. He would not be able to train with the first team and use the facilities unless he’s insured to do so.

I’m astonished so many people can’t wrap their head around this.
He doesn’t have to be insured - that is a risk he can take but there is no obligation. The club, if not employing him would have got him to sign a disclaimer to use the club’s facilities.

As long as he is present at Finch Farm, he will be a physical reminder of how not to recruit new players.

Wish him well for the future though, when his free gym and physio membership ends at FF.
