A short sharp shock might just be the required thing for him to grow up and realise the law applies to him and not adversely affect his career in the long run.

Sounds like a plank though.
 


A former colleague of mine drove about for years without insurance or even a license. Finally caught up to him and the penalty was minimal (think he had his provisional license revoked for 6 months and a slap on the wrist/small fine). He eventually got it back and passed his test properly.
