I assume it does - they realistically couldn't have announced anything much greater than £75M, if this was towards the upper limit of what's allowed?
It would certainly put a ceiling on what we could "earn" though from starting at such a low base, I'm sure the agreement just announced isn't likely to be impacted.
I would have confidence in people who have been as personally successful as Moshiri and Usmanov to operate within the absolute limits of the regulations and to be ever more savvy in finding ways to get around regulations, legally.
Hopefully this is the beginning of having supremely well-connected, successful, driven, and competent people doing the clubs bidding rather than the last 25 years of amateur hour.

A lot of interest in this and rightly so.
My own two pennies worth is this is massive. Bigger than any signing we could have made and even the potential ground move.
It seems that Usmanov is becoming more interested. My suspicions have always been he would become involved, although this was based on gut feeling and “inside information” always contradicted this.
The guy is seriously loaded. 3 times richer than Abramovic with wealth that continues to grow year in year out. The third partner in crime, with Moshiri and Usmanov is Sochi, who is worth a lot more than Roman A as well. If they become involved, make no bones about it, we are serious players, with only PSG and Manchester City who will be wealthier than us.
The Arsenal of the north comments were always telling to me. Usmanov had tried to build Arsenal, failed to build in his image so may look elsewhere. We share a City with Liverpool FC and are up the road from United and City. Building a 4th big club would be truly box office and people can see the potential there.
Behind the scenes if it is known that Usmanov is associated with Everton and able to put money in, if only for sponsorship that would be massive. People will lend to us. Players will sign for us. Agents like Raiola will want to placate us and keep us on side.
My own feeling is Usmanov will be waiting to sell his part in Arsenal. If an offer came in he would. If he can’t then he will sponsor things that can allow us to grow. He may well come on board more formally once the ground gets going.
Let’s have it right, a football club of our size and history, backed by 4/5/6 times the wealth of Roman A at Chelsea, a ground on the Mersey would be unrecognisable to the club we currently have. We would be in the “Hollywood of football” but be better backed than LFC and United. We are a bigger club than City.

If we get european football maybe the deal will be re-negotiated before the 5 years is up.
