Ref should be the one who decides if he wants a goal checking or not, like in rugby league. Just have the one monitor at the side of the pitch. If he calls a goal then it’s just a goal. Set fire to “Stockley Park”, there is no reason for it to exist.

I still want it to be challenge based because then it is a strategy decision for the teams and not just on the whims of someone else

Yeah exactly. Because I can't see any way in hell Arsenal challenge that last goal for offside. If they do then more power to them, but it is kind of silly that some dude just randomly catches that and I can very easily see it being missed for other teams.
