I just looked it up. I don't even know what I would call that, I've never lived in a city that had one. Apparently in the US we call them beltways or loops (thanks Wikipedia).

A ring road is a road that goes round a city in a circle, of which there are 2 in Norwich.

A bypass is a road that goes past a city without taking you into it, of which Norwich has one.
