This is seriously cool. Plus it will start all kinds of political fuelled drama as it surely violate the Anti-Ballistic Missile Treaty thingy-ma-bob.
 
It only matters if China and Russia contravene proliferation treaties. The USA are exempt. Come on, you knew that.

Check our the USA's latest weapon. EMP warhead land-attack cruise missiles (LACMs)
MissileThreat :: Electromagnetic Pulse (EMP) Weapons

Which not only destroy communications centres or vehicle hubs, but disable all electronics in a desired radius.

Used in Iraq 2003, these are first strike weapons and are only getting more effective.

The Chinese want them.

Of gratest concern, maybe not the actual nuclear blast attack but an "Exo atmospheric burst attack" that could destroy / damage all electronics on an entire continent. THIS IS WHAT THE CHEMICAL LASER SYSTEM IS FOR, since this would involve a single launch and the chemical laser interception would occur earlier in the launch cycle, and would protect the "ballistic missile shield" further up the system against such an attack, as they rely on hitting the target in a window of the launch phase....


This is why the Americans are so focused on the ABM system + Aegis systems for Ballistic missile defence as well as Arrow 2 and Patriot 2 systems for cruise missile defence.
