Nothing new. They shot down a ballistic missile in launch stage last year.
And these chemical lasers have been in development since the 1970's and ground based systems would have been a major component of the SDI ("Star Wars") system in the 1980's.

This is why the Americans are so focused on the ABM system + Aegis systems for Ballistic missile defence as well as Arrow 2 and Patriot 2 systems for cruise missile defence.
