They'll sue nobody, they have to say that to keep their looney element in line. They'll 'consider their legal options' all the way to the alter before making a statement claiming the high moral ground for the good of the game.

When's the last time a club sued it's governing body? Courts don't back members against groups they are signed up to. They could sue Suarez but that would simply amount to tearing up his contract, why would they do that?
