Ive never heard off the EPPP,only just looked at a tiny touch of a report from the papers in febuary but going by that Richard Scudamore says “We are so committed to adopting such a high level that none of the clubs meet a category one.” plus these say pretty much the same" Premier League’s Elite Player Performance Plan says that none of the clubs meet all the criteria to be classed as a category one academy".
 
Absolutely not. Because if that plan went ahead, the rich basically get richer. The "elite clubs", a la Chelsea, United, Arsenal, would basically be just as good, if not better, than they are now, and the gaps between them and everyone else would become a hell of a lot bigger.

There's no point in it, because the youngsters will only sit on the bench anyway, or play in the reserves as most do now anyway.

I would support something like the Yanks do with the NFL draft though. The best teams get last pick of any up and coming talent.

The rules would need changing slightly for the EPL, whereby :-

1. If you're in the top four then you get the last four picks.

2. If you play in red you always get last pick.

3. If you're dawn sarth then you get given what no-one else wants

4. If you play in Blue you get first pick unless ...

5. You're ****e at choosing young talent in which case you get the fans to pick for you ( maybe call it the Blues Election ? )

Would kill the lower leagues, they are prob right though, if the rule was challenged it prob wouldnt stand up legally.

I've got what I think is a better proposal - all teams can only spend 25% of their annual turnover plus an agreed amount according to the level of the league. So let's say it's +£5M in the PL, +£1M in the Championship...

Ball Park Turnover (say):
Man U £200M
Arsenal £100M
Everton £80M
Wolves (say) £60M

Since the vast majority of the income for the non-CL teams is reliant on the Sky money there is an element of equality maintained - and the CL teams are 'entitled' to that additional income so the reward is there to see for finishing at the top (or otherwise). So my proposal is:

Man U - allowed to spend £45M NET (after sales) in a 12 month period
Everton - allowed to spend £25M NET
Wolves - allowed to spend £20M NET

Which all means that teams have to a) raise income to make purchases by selling players (not reliant on the huge influx of money known as "Doing a Chelsea" (circa 2003) later known as "Doing a Citteh" (2007/8 onwards)) and the amount they spend (if they choose to do so) is relatively balanced across the league. Allow a certain percentage of the allowance to be carried forward to the next 12 month period. If Everton don't have £25M to spare they can't spend that amount but equally Citteh can't go splurging out £200M cos they are only allowed to spend £25M (at the moment - more with CL income to come)

Championship sides would therefore be allowed to spend £3-4M (say) - those previously relegated more - this is a flaw but I think the solution is for purchases from lower leagues to be discounted (this allows money to filter down) from the total amount and net spend in divisions below the top level to be allowable up to a further amount.

Agree with most of what you're saying ( got a bit lost near the end with the discounted stuff ) and it's not a million miles away from what the suits at UEFA have come up with.
You're not Platini in disguise are you ?
