6 + 2 Point Deductions

Luton Town chief executive Gary Sweet:

"We had a 30-point deduction in one season, we had a point deduction from the FA that they have never awarded to anyone else. I think I should be sitting here saying I don't really care about anyone else, as there wasn't an awful lot of sympathy for us back then. First of all, if you break the rules then you deserve a punishment"

If its an independent panel then why are the PL recommending a punishment in the first place?
Well according to Master’s letter:

the Premier League was entitled (and expected) to make a submission with a recommendation for the sanction in this case, just as the Club was (and did). In regulatory cases it is normal practice for both parties
No idea how correct this is, or how it fits with their rules though. Did we recommend a punishment? Why would you?
