If its an independent panel then why are the PL recommending a punishment in the first place?

Well according to Master’s letter:

the Premier League was entitled (and expected) to make a submission with a recommendation for the sanction in this case, just as the Club was (and did). In regulatory cases it is normal practice for both parties

If a panel is to be kept truly independent then I wouldn't have expected them to be given recommendations by the league.
