In the final third, without a doubt. I'd argue Pienaar is one of the most creative players in European football - the number of assists he picks up speaks for itself really.

Arteta's creative in a different way though, he's more of a dictator and someone who starts attacks from deeper positions. Different types of creativity really - it's like comparing a wing wizard to a deep lying playmaker. They excel in different areas of the pitch.
