There weren't any "extra" tickets offered (or "refused") to or from the club.
The tickets that have been cancelled were those that were ordered via internet or telephone hotline and which were going to far-flung places. Such as the UK, Holland and certain parts of Germany.
Basically, what appears to have happened is that the external ticketing agency didn't have any orders not to do what they did, so they organised all the orders from EFC fans in neighbouring blocks to the "official" away support. Then FCN got heaps of crap from their fans who couldn't buy tickets because they were sold out and who complained to their club about having away fans in their stadium and not being able to buy them themselves. FCN, the police and UEFA had a meeting and reclassified the match as a "risk" one, which meant that they could then cancel all suspect tickets.
The problem now is that no-one (apart from those who have had their tickets cancelled or those who are or who bought via FCN season-ticket holders) knows which physical tickets are still valid and which aren't. So any purchases via the internet or from touts on the day hold a large amount of risk that the tickets won't work when they get to the stadium. Or, with the now expected massive police presence, whether they will anyway be let into non-away sections...
