If i'm following you correctly, I wouldn't class Everton as "mediocrity".
Even if you weren't implying this, i'd stick with my heart and go for the loyal fan base, Everton could win the treble with a team full of £30 million superstars but it just wouldn't feel right.
I just want us not to have to sell our good young players. I dont want tons of cash, just enough to keep hold of our assets.
This, i don't want sell to buy policy either. We don't need Billions, it would just be nice that if Moyes wanted a player he could have cash to buy him

How about we stay the same as now, but we have the money to buy a half decent striker? Sounds good to me.
Right at this moment, considering were we should be, yes, it's disappointing.
However, on the whole I wouldn't consider Everton to be a mediocre club, neither would I consider Liverpool, Aston Villa or Inter Milan mediocre clubs, despite their current positions.
I'd just like Moyes to have £20 to £25 million to spend each year, if necessary (i.e a [Poor language removed] hot striker right now).

Just enough to be competitive, so we have some of that money stuff that you need to push on in the league.
I don't want a super rich jarg daddy who will bring in loads of beauts like Ballotelli and Tevez and alienate the players totally from the fans.
We should be looking at having a similar out lay on transfers to Villa, Sunderland and that.
