Kevin Pietersen has been dropped by England for the third Test after he was unable to prove he did not send derogatory text messages about fellow team-mates to the South Africa team.
The England and Wales Cricket Board delayed announcing the squad by six hours to hold talks with Pietersen.
But ECB director Hugh Morris said a resolution could not be secured.
"We have made every attempt to find a solution to enable him to be selected," he said.
"We have concluded that, in the team's best interest, he will miss the Test."
Pietersen, 32, hinted after the second Test against South Africa that he was contemplating retirement from the five-day game, and suggested the Lord's Test next week may be his last for England.
But he will not play in that game after failing to disprove allegations that he has criticised coach Andy Flower and captain Andrew Strauss in a series of messages to members of the South African squad.
Yorkshire batsman Jonny Bairstow - who made his Test debut in May - has been recalled to the squad, with James Taylor keeping his place.
Pietersen has been at odds with the ECB since he quit limited-overs internationals in May, telling BBC's Test Match Special at the time: "I can't give any assurances [that the next Test will not be my last].
"I love playing Test cricket, but there are obstacles and I'll decide what happens at the end of the next Test."
However, he then went on to post a video on YouTube in which he made himself available to England for all forms of cricket.
Pietersen scored 149 not out in the drawn second Test and afterwards said: "I've never batted better in my life."
It was a dramatic return to form for a player who averaged just 11.16 in the Test series defeat by Pakistan earlier in the season.
