I'd usually say it's up to the driver to be responsible and that the pub being there isn't necessarily the problem; driver attitudes are.
However... I can't understand the point of alcohol being served in the first place. The temptation shouldn't actually be there; I personally wouldn't drink at all before going on a motorway and I think that's pretty much common sense, so why have the option?
An idea would be to have the vehicle driver identified upon order and the driver banned from purchasing alcohol, but allow friends and family to be served, but enforcing that would be very hard.
Crazy idea overall. All it'll take is one motorway accident in that area with the driver having an elevated blood alcohol level and evidence he'd been at the Wetherspoons and it's shut down.
