This line is doing the rounds in the media and I hate it more than sensationalist assumptions of terrorism. There'll end up being a fear of mentally-unstable people despite the vast majority being harmless.
If the attacker is Muslim and he just wanted to cause chaos then at least the terror-link is justified, but generally anyone capable of hurting people like that are bad, evil & dangerous first and mentally-ill/terrorist second: including the likes of Jo Cox's, Lee Rigby's and (going back a bit) Stephen Lawrence's killers.
Anyone capable of such pure evil don't really have a motivation worth investigating: lock 'em up forever and sod the rest.
