Probably not, when these type of things go up its usually an accident. You have to wonder why such a factory was apparently in a built-up area though.
Kind of an odd situation in that it's a fertilizer plant, so you have to determine if it was accident or foul play.

It's in a town of 2,800 people 20 or so miles from Waco, TX. So not in a too densely populated area, but still incredibly odd for it to be so close to everything in this small town.
