I thought about this as well; in so far as it would be absolutely perfect if they turned out to be fantastic owners with us and we surpassed them. That said, their track record isn't good (not just with the RS but with the US franchises Hicks owned: http://en.wikipedia.org/wiki/Tom_Hicks#Sports).
The Stars did okay but he ended up defaulting on loans; then went Chapter 11 on the Rangers. He is estimated to be worth 1 billion USD which sadly, in this demented football world, isn't very much money. Convert it to pounds and he'd have to spend half his fortune to build us a stadium -- not bloody likely. He gets into things to make money and we aren't the kind of football club you get into to make money (which is kind of a blessing as well as a curse).
This is why, while I do think the current ownership has made some colossal cock-ups, I don't think there are that many people out there who could give us what we need. Realistically, if we want a new stadium and money for new players/wages (500 million quid give or take), I doubt anyone with less than 3-4 billion pounds would be in play (and probably more likely 5-10 would be required) ... and they'd have to really like football.
