Player Valuation: £750k
The league itself (Premier League) could buy 20 top class players (or the contracts to 20 players) - could limit to 16 (top 4 would exclude you).

Loan the 16 players out to remaining 16 teams, giving the perceived best of them to the lowest ranked of previous season (or a draft system). Pay said players out of own pockets (could be 100k max). Then teams like Bournemouth would could have a player like Dzeko (sure they'd have to agree to move). But lesser teams will always be in with a chance (even more so than now) and have at least 1 real class player on show. It's the one thing I admire from American sports, the worst teams get to pick up a class young talent every year to even it out.

Or another idea, and more probable. Make it 16 English players only, makes them have to play a certain amount of games to have their wages covered for free. If a player wants to move to a bigger club like Stones to Chelsea (could be 3 years minimum), the team losing him would get given another player from the league to replace him.

As a precedent, MLS owns the contracts of players.

so edin dzeko goes to bournemouth only if he agrees. why the feck would he agree to that?

what you're suggesting will possibly improve the english national team. if you were really welsh, you would support the influx of foreigners like i do!

There's a new word around these parts, and you fit the description perfectly - cockwomble.

Sorted,the greedy f****** would stay loyal to the contract they're under and the average foreign player would stay where they are and young British players would be brought through to the first teams and England would have a lot more quality playing for the national team etc etc etc......
