The league itself (Premier League) could buy 20 top class players (or the contracts to 20 players) - could limit to 16 (top 4 would exclude you).
Loan the 16 players out to remaining 16 teams, giving the perceived best of them to the lowest ranked of previous season (or a draft system). Pay said players out of own pockets (could be 100k max). Then teams like Bournemouth would could have a player like Dzeko (sure they'd have to agree to move). But lesser teams will always be in with a chance (even more so than now) and have at least 1 real class player on show. It's the one thing I admire from American sports, the worst teams get to pick up a class young talent every year to even it out.
Or another idea, and more probable. Make it 16 English players only, makes them have to play a certain amount of games to have their wages covered for free. If a player wants to move to a bigger club like Stones to Chelsea (could be 3 years minimum), the team losing him would get given another player from the league to replace him.
As a precedent, MLS owns the contracts of players.
