You're just plucking that sentence from out of thin air. He's been heavily linked with Chelsea for three years; his dad famously spouted off about it repeatedly.
You're kneejerking, basically. You know what this reminds me of? Steve Watson. He was a full back, but he played up front for us because needs must. He scored a hat trick once as well. People seriously talked about him as a long term solution up front.
Obviously, he wasn't, but this is what is happening with Fellaini now. Goals get you noticed, but it doesn't mean he's a natural striker all of a sudden, or even a very good one.
And he is playing up there as a direct result of being a square peg in a round hole. He was used up there initially alongside Cahill a few years back when we had nobody, did a half decent job, but was moved back to midfield ASAP and excelled.
He has literally only been spoken of as a striker properly since his performance against Man Utd. All of the plaudits have been because he's a world class midfielder.
Fellaini is a central midfielder, who's control, skill and physical presence allow him to be a danger playing as a 2nd striker, but he can dominate when he plays deeper as we have all seen in the past.

Bizarre statement to make...
It isn't bizarre at all if you actually know what you are talking about. None of the above in any way documents Fellaini's inability to track runners. It's like presenting a statistic that documents a person's weight when you are discussing how bad their breath smells. The above statistics have absolutely no bearing on Fellaini's inability to track runners.
I'm not the only one who is aware of it, Joe Royle was making similar comments last night, and anyone who isn't completely blinded by Fellaini's fabulous perm will also be able to see it, including Moyes.
His contract was running out and nobody bid for him, I think that is a pretty good sign that nobody was interested in him.
He's destructive (as in he's excellent at breaking up play and winning the balls), what he's not is defensive (which is a positioning thing).
Gibson is a much less destructive player then Fellaini but a much more defensive one. Fellaini doesn't tract runners and restrict space the way gibson does because he doesn't hold a deep position and force the opposition to play around him but charges around looking to win the ball high up, which when it works means we get the ball in a great position and when it doesn't means we get exposed by runners.
