I have to remark on how the referee and his assistants missed the incident in the second half when Rom was penalised for offside, and the City player took the free kick inside the Everton half. A small thing you might think, but a few minutes later he made an Everton player move the ball back a few yards from where he was going to take a free kick. Inconsistencies from the match officials all the time.

I think you are right that it was taken from the wrong place, but you can now commit an offside offence in your own half. So the free kick would be taken in your own half. Even if you can't be in an offside position in your own half.
At the risk of appearing thick, if you can't be in an offside position in your own half how can you commit an offside offence in your own half ?
You don't commit the offence until you interfere with play, try to tackle the opponent etc. So if Rom was very slowly jogging back and in an off side position when a ball was played up to him and then ran into our half to try to win a header with the defender. He would be in an offside position in their half when it was played, but commit the offside offence in our half when he challenged for the ball. The free kick would be given where he challenged for the ball not where he was stood when it was played.
It's due to the latest reinterpretations of the offside rule and when a player is interfering with play or impacting on an opposing player.
