Could have sworn it was otherwise, but I'm sure you're right.

The idea that you get points based on the relative difference between teams (rather than just the absolute position of the opposition) is a sensible approach used by just about every sensible ranking system (ELO etc). It is therefore not used by FIFA, who know better than everyone else.

England win all of their games for qualification for the world cup, but still manage to drop a place

England is actually getting decent results 7th is probably right on the money. Think they could handle any team in the world but Spain (would never get possession and don't have a proven keeper yet) and Brasil (who plays like England now; only Brasil are bigger and faster).

CONCACAF has some weak teams but every team in the hexagonal is decent and the top teams in the confed have to play each other at least twice. UEFA needs to start weeding out the Leichensteins, Andorras and San Marinos w/ qualifiers (which tears up their rankings and doesn't help the best squads improve) and make say 5 strong groups (with top 3 qualifying). England has had WC qualifyers in which the strongest team in the group was Poland.

Think Africa is the toughest confed to qualify. Have one bad game and your WC campaign could pretty much be toast.
