most cyclist 'deaths'. Im assuming cyclists are considered 'traffic' and that their 'deaths' ,as it does mention, are mainly as a result of traffic accidents and not stoners riding into canals kamikaze style. (unless you've mistaken Belguim for Holland on that map)

TBF, it's most cyclists deaths as a % of total traffic deaths.

So if 5,000 cyclists a year die on the roads in italy but 20,000 die in cars they would still be beaten by holland if 4,000 cyclists and 3,000 motirists die a year there as it would be 60% of road deaths in holland are bikers vs 20% in Italy even though more cyclists are dead in the latter.

It's literally just because everyone in the netherlands has a bike so cyclists take up more of their road traffic.
