It had been used in friendly competitions and stuff but the 70-71 season was the first it was used competitively. According to wiki, aberdeen got knocked out of the cup winners cup on pens in the september and we only won on pens two months later in the champions league, but near enough.

We're both half right Everton were the first european penalty shoot out ( 4-3 sept. )
The first in england was Hull Vs United in the semi finals of the watneys (aug ) cup Best scored the first ever Law missed the first ever, the Hull keeper McKechnie was the first keeper to save one vs Law he was also the first player to lose the shoot out for his team when he missed his kick

Some interesting, unlikely names on that list - Joe Max Moore, Idan Tal, Abel Xavier. I'm sure Materazzi thought back to his Nov 1998 penalty while walking up to score one in the '06 World Cup Final.
