Rob Merrick is a lobby editor for the Press Association, and all he is doing here is as known in the newspaper industry as "cheap sensationalism" which is also known as "gutter press" e.g. The Sun.
Similar press releases have been released in various other regions, pointing the finger at Aston Villa fans, Man. Utd fans etc. etc.
As my previous blog stated, his facts are wrong in the article with several anomalies on his statistics, on banning orders should read Liverpool 76, Everton 56, recorded on the 10th November 2009. His figure for Everton arrests is also wrong!
This type of press release then causes disillusioned un-educated Liverpool fans to rise to the bait!
The Home Office actually praises the drop in arrests and banning orders, policing minister David Hanson said:- "Hooligans once blighted our national game, but we now set an example to the rest of the world in how we police football matches." So why point fingers? It is a press release to instigate a reaction, and it has achieved that purpose.
Hooliganism has changed significantly since the Taylor Report in 1990.
Everton fans showed tremendous respect to Liverpool Football Club, and their fans, after the Hillsborough disaster, but there is not the same respect shown by Liverpool fans for the 39 Italians killed at the Heysel Stadium.

I expect Moyes or Kenwright will be appearing in the press soon blaming or at least hinting that Liverpool fans were to blame.
They do it for everything else and Everton fans swallow it hook line and sinker which then deflects any criticism away from themselves.

Bent ref and bending rules...great stuff.
Manorblue, I think you will find Heysel was the straw that broke the camels back, it was the fault of many clubs including Everton that got English teams banned from Europe.
some interesting comments below the article
they do seem a bit handy in kickin' people out at times, i wonder how many were r/s for being in our end ?
although it did kick off in the fam enc last week, had to grab the culprit from behind to stop him windmilling the bloke infront (who's kid had stood on the seat and blocked a blokes view), the stewards arrived when it was all over but the victim was clearly wound up and the stewards thought he started it,an 'arl fella told them what had happened and they are gonna look at the cctv and press charges. the bloke kickin off was about 60 ffs and i hope he gets banned, kickin off around all the kids ....including 1 that was with him.
is there a per capita figure for this report ? i bet wigan arent far behind with crowds a third of the size.
i'm really lucky where i sit because the vast majority are STH's, we all know eachother and the stewards, i can honestly say in 15yrs ive never seen anyone kicked out from around me!
do any blues still buy the echo?
no its the red echo and since it moved to oldham its got worse
just like citytalks football shows they get 45 mins every night we get 10 TRFC GET 5
