Empty seats when so many couldn't get tickets - how do we resolve this?

So here is the reply from the club: "When teams play away games, they request a specific allocation of tickets for the away area. For cup games, teams can request extra space, which leads to us having to displace season ticket holders. When Manfield requested they requested the full allocation we could offer and assured us that they would sell out, as such, we allocated them the full amount requested. Once sections are allocated for away, we are unable to recall them in events that the team do not sell out. As such, Mansfield failed to sell out, which resulted in large empty areas."

Bonus points for the swift reply, but points lost for not actually answering my question. I still don't understand how they could have segregated the fans without leaving empty blocks - particularly 223 which, as I've said, is not separated in any way from Club View.
So I've replied asking them this: "Block 223 runs directly into the Club View, so away fans cannot be seated there. Why was I displaced from an area that cannot be allocated to away fans?"
Not sure why so many fans are focused on Mansfields fans and segregation. When we played Chelsea in league cup semi in 2008, they didn't fill allocation and there were empty seats, nobody expected Everton to allow our fans in away end. Issue is how many empty seats there were in home end,when tickets were supposedly sold out. United got into trouble for years with GMP, where United would say it was a sell out, yet only 40 000 fans were there. You've always had fans who couldn't attend night matches, and passed on tickets to friends or in past sold them on stub Hub. You'd always get tickets for like a tenner for lesser games in midweek. It's only going to get worse when weather starts to get colder.
 

I know the away fan allocation and segregation will only be a fraction of the seats, but compared to Goodison you are going to lose a lot more in the upper tier as there's no barrier either side. At least in the Upper Bullens you'd only have segregation down the middle of the stand as all the seats to the side could be occupied due to the gap between the Bullens and the Park End.

I'm a bit bemused by the Clubs reply. 10% of capacity is our obligation in league cup i.e. 5,277 so why are we giving more knowing the impact on our own fans ?
Also I wonder if we'll hand over 15% in FA cup ties (7,915) or whether the local Safety Advisory Group will want to cap it lower like Arsenal often do ?

I would have thought the Club would have designed potential 10%/15% away allocations into the design. There's absolutely no excuse.
 

Everton shouldn't of sold so many season tickets at GP and we would of had more fans who don't go as often who will buy merchandise, also refreshments inside ground. RS quite intelligently, knew that local Scouse fans, don't actually spend much, bar their match ticket, so focused on daytriopers, who spend huge amounts in club shop. We don't have legions of glory hunters to rely on, so we need local support. Most people support Everton, through family members. A lot of people including myself ended up supporting Everton due to being able to get tickets for match and build relationship with club. If somebody passes on ticket to somebody, who then spends let's say 50 quid on merchandise, buying a programme and refreshments, club have made money back off fan not having membership. I would rather we stayed as people's club and didn't win anything, than turn into soulless brand.
An extra 20,000 seats surely accommodates day trippers
