Echo running an article with a claim from a supporter that RS fans were pelted with coins during the game and that’s terrible .

However without irony the club that brought you heysel , Micheal shields , coach smashing and regular snidey ambushes and kickings on away fans from celebrated urchins has a fan saying this

A fella got his head cut at the Derby earlier in the season by a coin thrown down off the balcony, besides is this the same scum rag paper that was advocating reds getting tickets in the home end earlier in the week
 
30 seconds has always been standard for subs and goals, remember that players take their time leaving the pitch and celebrating goals/getting ready for kick off. If no time was added teams would be free to really take the piss.

In regards to throw ins, I am sure that if the ref deems that teams are taking too long for set pieces he will add a bit extra and/or book the player.

Either way with 6 subs and 2 goals, 5 minutes is not a far fetched amount of minutes to add.

Then the answer is for the ref to signal time be stopped every time the ball goes out of play, for every sub and every goal -- restarted on his signal once play resumes by kickoff, goal kick, corner kick or throw-in. Keep the time on the scoreboard. Cut the halves to 30 minutes (the ball's not in play much more than that anyway in a 45-minute span) and allow only "added time" to allow a potential scoring chance to run its course.
