Sort of, you focus on a part of your persona which you feel is best equipped to answer the question. You essentially then externalise in by giving it a name/personality (creating the spirit/god/entity), you then ask it the question and your subconscious mind effectively answers the question by either moving something or interpreting imagery.
The big difference for some is most 'believers' believe that the external spirit/god/entity actually does exist externally, where as most practitioners understand it comes from within with all the problems that adds on. Belief in Practitioners just increases the focus on which ever aspect they think is relevant and the ease at which they can connect to it internally (because it's a more formed idea concept to grasp hold of). Think of it like concentrating on a fish god before staring at an ink blot and asking a question about fishing, the answer will involve fish and be relevant but probably woolly enough that you can make it fit the circumstances in hindsight.
