It isn't, Professor John Ashton, President of the Faculty of Health suggested it, so that 15 year olds would be able to get advice and contraception from the NHS to help tackle teen pregnancy rates. Labour, Lib Dems and Tories all rejected the call.

The front page of the Times today. The headline was that the legal age of consent was going to be reduced from 16 to 15. Beside this was a photo of the Pope holding his hands up and cheering. I was lying in bed this morning half asleep, saw this & couldn't believe it until I saw it in the paper shop this morning. Journalistic genius or cock up?
