If his average position was 8th and Everton would have been inside the top 10 in terms of budget I'd hardly say he overachieved. He did stabalize the club after some rocky times before he took over. He's a solid manager working where there is not big expectations.
This article gives a bit of insight:

“In a remarkable exchange with representatives of The Blue Union, a coalition of supporters' groups alarmed at the lack of investment in Everton, the club chairman admitted that proceeds from recent player sales and Bellefield, the former training ground sold for £9m, had been taken by Barclays to reduce debts of £45m.”

 
But it was a sloppy article that just looked at the most recent year and extrapolated that backwards. Didn’t look at the financial position when he joined the club, transfers in and out, wage bill by year, etc. So it didn’t give an accurate reflection of what had actually gone on

If we had shown some ambition we should have gotten rid of him after 3 or 4 seasons. But Bill was too cautious to take that gamble and we ended up with 11 years of averageness and no trophies won
 

In all fairness to him - he did a remarkable job for us for many years on a literal shoestring. But it was also at a time when his style was right.

His style was becoming irrelevant the last season with us - he didn't change it at United nor at any other time and paid the price.

I don't think for one minute if he was coach again that his style would be any different from the beginning of the decade - two banks of 5 with a big lad up front expected to work as a defensive midfielder as well as lead the line.

Plus he burnt his bridges for me when he was giving it the big "I am" once he had the united job - acting like we were something he trod in on the way to his rightful place in Fergies throne

I dunno - the main difference between his last team and the first season of Martinez was having Lukaku. Actually lost less games the previous season.

Didn't he also make comments about how we shouldn't stand in Baines and Fellaini's way and should let them move to a bigger club? The guy more than burnt his bridges. The hatred was there for all to see when we thrashed him under Unsworth.
