This clears things up... From the OS:

Everton can confirm that Araz Abdullayev is set to arrive at Goodison Park before the end of the season - but only to train.

Reports in Azerbaijan suggested the 18-year-old Azerbaijani would join in February but this is not the case.

Instead he will head to Merseyside later in 2011 to train at Finch Farm, but will be unable to join permanently until such time that he acquires a work permit.

Everton officials were in Azerbaijan this week to check on the progress of the teenage midfielder.

In July 2010, the Blues confirmed that they had negotiated a deal securing the Club first option on the Neftchi Baku player, who is currently injured.

Abdullayev is Azerbaijan's youngest ever player and gained recognition after scoring a spectacular goal for his nation's under-21 side against Scotland.

AnyOne heard anything from this lad ? He doesnt seem to have broken into the Azerbaijan senior squad which prob means he will not get a work permit.

He was on the Azerbaijan bench for the last round of internationals. Made a point of checking.

Aren't there different work permit rules for a youngster like him?

Not sure about different rules for youngsters but basically rules are to have played 75% of grade A games in last two years AND country being in top 70 in FIFA rankings. Azerbaijan are presently 100th so not sure how it works from there either
