Excuse my ignorance but would be the suitability of infilling the dock have been looked at ages ago?

It would be a very water logged pitch other wise.

everton that, it will get shut down coz weve spent the whole budget on soil/sand/cement and it will only be half full haha

Peel* may require an agreement to lease prior to allowing third party reviewers on site. Or it may be Moshiri's due diligence to get all of his financial ducks in a row before spending on too many third party items.

He's already engaged and paid Meis and apparently CBRE as well (surely others too). Most developers wait to spend until needed, and there is always a tension between having the reports done early and having all of your money spent early (and some reports expire, and so would need to be updated).
