Short story is that some nob took a photo of him while he was dancing. They started laughing and so he stopped dancing. They then posted it on 4chan I think with a harsh caption referring to him as a "specimen". It was then picked up by some hot girls and posted on Imgur saying they wanted to find him and arrange a party for this "dancing man" with a ton of hot girls in LA as they felt it was no way to treat someone like the way these nobs did on 4chan.

Anyways - he had a photo taken of him at Arsenal last week (with Gunnersaurus) and then was next reported of being in Kiev.

Sounds like a big coincidence to be in both those places, so he must be connected to Everton FC in some capacity...any one got any idea who he is?
