Why use a physical build at a scale of 1/x which you put in a wind tunnel when you can build a 1/1 digital model with surrounding context that can be tested with thousands of parameters and options within hours.
You can put thousands of model iterations through the required process at the same time, or in the case of whats happening there, 1 at a time. Also, what happens to the physical build if it doesn't satisfy the regulations? Binned, recycled? Just seems like waste creation to me.
