No one is going to say no until the very last minute. The agent would keep us warm until the very last minute to ensure his client gets the very best deal available/has a back up if better offers don't come through. If you don't follow this the entire window must be a complete mystery to you. I can understand your frustration but you are speculating about things and drawing the wrong conclusions about something you have no understanding of.
