Moyes has explicitly said that they've tried to several top players who declined.

The reality is that in order to get better players, we need to do better on the pitch. It's kind of self fulfilling. Win games, make us a destination, and better players will come.
To those outside the club, we've been circling the drain for quite a while, seemingly either battling relegation or finishing bottom of mid table year after year. If Moyes gets us to top half this season, I think how players view us will change

Unfortunately - despite the bizarre claims to the contrary, it’s a very good league. Finishing top 10 is going to be pretty difficult I think. Hopefully we can take advantage of so many clubs being in Europe.

We have a manager who's known for being fastidious.
We're in a market where decent players and their agents are in control
That dynamic will change as we get closer to deadline day.
Moyes will only come in to his own in the last few days of the window when he can put the squeeze on clubs/agents
We've already signed 3 new players and tied Branthwaite down.
Sure, our squad is thin but it should take us through the first few games till the final few days of the window.
Freak out the day after the window shuts if our squad is still light.

Get one of Grealish, Fofana or Luiz over the line and it’s a statement of intent. More will follow quickly.
I don’t think we have been particularly poor, we just need so much recruitment it’s an impossible task to be in the right place for the start of the season.

Sometimes I do think PSR is the tight ass owners best friend.
With our squad we cannot afford a points deduction ....
To be fair, PSR quite literally cost us 8 points a couple years ago.
And we don't want to splash cash on players that don't want to be here. We tried that already.
