Yeah - I generally assume Moyes is talking about how many permanent additions he wants or needs.
5 permanent additions as long as each one starts or is in the mix to start is enough, top it off with loans, we need quantity but only if the quality is good enough with that.

Knowing Moyes he's talking also about permanent signings, he always viewed the loan market as something you use after you've concluded the rest of your business to fill gaps etc

After those interviews I'm certain that any delays have absolutely nothing to do with Moyes. He's clearly identified or signed off on players he wants brought in, and the club is badly failing to agree deals for them on almost all fronts.

We will not be buying Dibling, not should we be at anything remotely close to what Saints want for him.
Especially so him but Hutchinson falls into the same bracket neither of them are remotely close to being 50 and 35m quid players.
They’re a promoted Championship team. They have more financial leeway and have to upgrade almost a full starting XI to survive.
Look how many signings Ipswich made, or Luton, or any of those sides that recently came up.
