No because selling clubs would be leaking the bids in certain cases to drive up the value and create a bidding baseline for other clubs.

Would not be a surprise. The art of negotiation is to not give up until it apoears impossibke to go further. Whether it be lack of finances or incompetence in the past to get deals over the line when players actually wanted to come, we have been our own worst enemy with that.
