I remember reading when the Emirates went up that it is actually built to hold 70,000, however, due to the problems getting that many out of there, they had it capped at 60,000. They went and put bigger seats in and charged extra for them to make up the shortfall with a view to switching it to the 70 when the problems could be addressed. They don't seem in any rush to do this now seeing how much they make per game.Yes, but there were some issues with less than half that number attending, and no real protest materialised on here, or elsewhere for that matter.
Knowsley council were more than prepared to cap the capacity at Kirkby, which after getting what they really wanted (a shopping Mall) would've been no skin off their nose. As was the case for Arsenal's stadium.
