Or he's saying that with the unprecedented amount of players out of contract or on loan he doesn't want to have to buy 7 players to replace the out of contract ones and 4 new players to add to the team.

There are players who we could offer new contracts to that still add something to the team, if not as first team starters, as experienced bench players/role models to new/younger players - Gueye, Doucoure, Young, Coleman.

You cannot solve all the problems in one transfer window - this is what promoted sides get wrong. They sign 11 players, spending £100m+, then there's no team dynamic and they fail to adapt to the premier League.

Improve in certain key positions, strengthen in depth in others but you can't hard reset every position all at once

Why are we keeping the players that have had us rooted in the relegation fight for four years with the expectation that that will result in a different outcome. We've allowed their contracts to run down for a reason. If you keep the same squad, you'll get the same outcome. Look at our recent run of form. Two wins in eleven games. Moyes is better than Dyche, not hard, but he is not a magician. We need better players.

The above players need to be squad players, not regular starters, with the exception of gueye. Two top quality full backs, right winger & center mid and this team is transformed. Hopefully we keep alcaraz too and I see no reason why our aim shouldn't be top 8.
 
O’Brien seems good at right back. Maybe we have other priorities?
O’Brien isn’t a Right Back, and fills in for the Right Back we haven’t signed for 4-5 seasons now.
He’ll be covering Tarks’ injury, in his proper position.

Coleman has been called up for the Republic, so that’s him out injured for 6 months or the season depending on the severity of his impending inevitable injury.

Young can barely get through a full match these days, and certainly not 2 games a week.

Patterson isn’t reliable enough. Everyone else has to cover his position when he plays.
 

We’ve been counting down the years for most of these contracts to run down, so we can move players on who aren’t what we need to progress and have some freedom with wages to get better in.

Now the time has come we’re seemingly too scared to use the opportunity.

Which of the out of contract players would be getting kept on by any of the clubs in the top half of the table?

Lets face it if the loanees all go back and the out of contracts get let go then we would have barely the spine of a side left for the first year at BMD,
I could see Moist keeping Gana, DCL, Alcaraz and Lindstrom. I really hope he does not offer contracts to Harrison, Keane and Doucoure. Any others wouldn't rile me either way.
