Yes it is, but there are levels and very few leagues have 2 clubs as dominant as Scotland does.Isn't that what happens in most leagues, the bigger teams sign the best players?
You can't seriously think the old Celtic board regularly raided the biscuit tin to sign all the top players in Scotland? Every pound Celtic spent was a pound less going into their pockets.
